What the CRS Cut-Off Means

The CRS score is the ranking score used in Express Entry. Candidates receive points for factors such as age, education, language ability, Canadian work experience, foreign work experience, arranged employment, and other additional factors.

In this draw, 517 was the lowest CRS score that received an Invitation to Apply. This does not mean everyone with a CRS score of 517 was necessarily invited. IRCC applies a tie-breaking rule when more than one candidate has the lowest invited score. IRCC explains that, where candidates have the same lowest score, the cut-off is based on the date and time they submitted their Express Entry profiles.

The Tie-Breaking Rule Explained

The tie-breaking rule for this draw was December 29, 2025 at 17:49:27 UTC.

In simple terms, this means that if two or more candidates had a CRS score of 517, IRCC looked at when their Express Entry profiles were submitted. A candidate with 517 who submitted their profile before the tie-breaking time may have received an invitation. A candidate with 517 who submitted after that time may not have received one.

That is why it is important to create an accurate Express Entry profile early, but only when the information is complete and truthful..

Who the Canadian Experience Class is For

The Canadian Experience Class is mainly for people who already have skilled Canadian work experience.

IRCC states that CEC applicants need Canadian work experience in TEER 0, 1, 2, or 3 occupations. The work must be paid, gained in Canada, and obtained while the person was authorized to work under temporary resident status. IRCC also states that the candidate generally needs at least one year of skilled Canadian work experience, equal to 1,560 hours, in the three years before applying.

Minimum Eligibility is Not Enough

One of the biggest misunderstandings is that meeting the CEC requirements means a candidate will be invited. It does not.

CEC eligibility lets a candidate enter the Express Entry pool. The CRS score determines how competitive that candidate is once they are in the pool. This is why two people can both qualify under the Canadian Experience Class, but only one may receive an invitation.

How Candidates Can Improve Their CRS Score

Candidates below 517 should review the parts of their CRS score that may still be improved. Language testing is often the first place to look. However, the minimum score is not always enough for a competitive CRS score. Retaking an approved English or French test may help some candidates, especially if they are close to a higher Canadian Language Benchmark level.

Education can also help. Candidates can improve their Express Entry rank with Canadian education or with foreign education supported by an Educational Credential Assessment.

What Candidates Should Do Now

Candidates who received an ITA should carefully review their documents before submitting the permanent residence application. Work letters, pay records, language test results, status documents, travel history, and personal history should be consistent.

If you’re a candidate who did not receive an ITA, now is a good time to take a closer look at your profile and assess your strategy and where you can improve your score. A CRS 517 cut-off is a snapshot of one draw. Future rounds may be higher or lower depending on the number of candidates, the type of draw, and IRCC’s invitation strategy.
