On February 6, 2023, Türkiye was struck by two powerful earthquakes measuring magnitudes 7.8 and 7.7. This event led to the tragic loss of tens of thousands of lives and extensive destruction of infrastructure, including homes, hospitals, and schools. The disaster displaced millions and presented one of the region’s most significant humanitarian challenges in recent history. In response, Canada launched the TS2023 Special Measure. The response was a humanitarian and time-limited immigration initiative aimed at supporting Turkish and Syrian nationals already in Canada and many have benefited from its implementation.
The TS2023 initiative provided a wide range of meaningful support for eligible Turkish and Syrian nationals in Canada. At its core was the ability to apply for fee-exempt open work permits – enabling individuals to work for any employer, in any location across the country, without the need for a Labour Market Impact Assessment (“LMIA”) or a specific job offer. This flexibility helped many stabilize their lives while making valuable contributions to the Canadian economy.
Recognizing the value of education, TS2023 also offered eligible applicants the opportunity to apply for new or extended study permits at no cost. This opened access to academic programs nationwide, allowing many to strengthen their credentials and pursue long-term professional goals.
In addition to facilitating employment and education, the measure waived fees for extending or changing temporary resident status and eliminated biometric enrollment costs. For those moving between different legal status, such as from visitor to worker or student, or restoring their status while remaining in Canada, the TS2023 created a more straightforward and accessible process. Together, these supports empowered individuals to rebuild their lives in Canada with greater confidence and stability while Türkiye and Syria recovered from the devastating impacts of the earthquakes.
